Cosmic Ethics Laboratories, CELs, are a proposal for international research facilities dedicated to testing and developing AI ethical architecture at scale. The name is deliberately grand: the book argues that alignment work at the substrate level is a research programme of the same order of magnitude as major shared scientific facilities in other domains.
What the facilities would do. Three things. First, they would test embedded-alignment architectures under conditions harder than any single institution could stage. Second, they would develop shared standards against which the tests would be scored, so that a result at one facility could be re-run at another. Third, they would produce the material Cultural Co-Evolution Modules would update against: a continuously updated public map of where the state of the art is, and where its edges are moving.
Why shared facilities. Two reasons. Alignment work at scale is expensive, and no single institution has the incentive structure to fund all of it. Alignment work at scale is also information-asymmetric, and independent facilities are structurally better placed to publish adverse findings than a single institution is. Shared facilities behave, in the book's argument, like observatories in astronomy: they aggregate cost, they distribute credit, and they make it harder for uncomfortable results to be sat on.
What the facilities are not. They are not alignment research organisations of the kind that already exist inside AI labs. They are not policy bodies; that role is played by the IAEAI. They are not consumer-facing; that role is played by Eden Mark Certification. Their outputs would feed the policy layer and the certification layer, but their own role is scientific.
How they fit with the rest of the stack. CELs sit under the Eden Protocol at the research layer. They pair with IAEAI at the international-institution layer, with Cultural Co-Evolution Modules at the update layer, and with Verification Challenge at the outside-view layer. Together they form the research infrastructure the operational programme would need in order to be more than a single-generation effort.
