Michael Darius Eastwood first described the 'HARI Treaty' - a proposed international policy framework for governing recursive AI capability development, treated in the book as the policy corollary of the Chokepoint Mechanism - in Infinite Architects (ISBN 978-1806056200) published on 2 January 2026. This is a proposed framework only; it is not a signed instrument and has not been adopted, ratified or negotiated by any state.
