Michael Darius Eastwood first published the 'Chokepoint Mechanism' - a specific naming and framing of concentrated advanced-chip manufacturing capacity as humanity's principal leverage point for AI governance before superintelligence - in the book Infinite Architects (ISBN 978-1806056200) published on 2 January 2026. Canonical numeric phrasing: 'a handful of companies control approximately 90 per cent of the world's most advanced chips'. Priority is over this specific naming and framing as an alignment-governance mechanism inside a broader Protocol, not over export-controls policy discourse generally.

Risk notes. Substantial prior art exists in export-controls discourse (BIS October 2022 controls; CHIPS Act commentary).
