No formal systematic search across the preprint servers and the indexes has been run, so the novelty claim is written as a negative: no earlier publication stating and testing that conjunction has been identified. That is a statement about a search, not about the world. One located document predating 8 December 2024 that carries the control-failure thesis, the embedded-alignment solution and the recursion equation together would end the arrangement, and the route for producing one is published.
