What are the five ARC Laws?
The ARC Theory names five laws, each a law under test: Law I, the ARC Principle; Law II, the ARC Co-Scaling Law; Law III, the ARC Ceiling; Law IV, the ARC Persistence Law, not yet tested; and Law V, the ARC Embedding Law, whose proposition P21 the programme's own registered run supports on the access axis, family-dependent, with its mechanism axis not evaluable and one disclosed recovery amendment.
Laws I to III were registered in the theory-level registration on 8 September 2026 (DOI 10.17605/OSF.IO/P8CKQ). Laws IV and V were added to the theory on 24 September 2026 and registered as laws on 15 October 2026, at version 1.103; their mathematics is in development. The registration is now at version 1.104, of 29 October 2026.
Each law carries its own status. Law I's exponent has one surviving estimate, about 0.49 by regression and 0.59 by endpoint estimate, whose bootstrap interval runs from -1.3 to 2.9: inconclusive. Law II is proved inside the minimal model of Paper X and has not yet been measured on a system that rewrites itself. Law III is registered as P20, with no verdict yet: a conditional specialisation of Law II, derived inside a pacing model, so a minimal-model result rather than a general law. γ has not been measured on any real system.
The ARC Bound is the registered claim that Law III's ceiling is at most two for correctors of the system's own class (P6 with P20, and nothing else); that it sits at exactly two is a conjecture resting on two named assumptions, the burden model and the route to one half. Not yet tested. A stability boundary, never an impossibility claim: the region above it is described as enterable but not correctable.
That later training can undo earlier alignment is prior work, not this programme's finding: Qi and colleagues reported on 5 October 2023 that fine-tuning aligned language models compromises safety (arXiv:2310.03693). Unit 83's support for P21 on its registered access axis is family-dependent, its mechanism axis was not evaluable, and one call was retried under a disclosed recovery amendment; Law V's build-order limb, read on P12, is undecided because P12 is untested. All five remain laws under test.
