Is this research peer-reviewed?

No. The papers are self-published on the Open Science Framework with code, data and stated falsification conditions: openly auditable, and not represented as formal external peer review. The deciding study designs are written, dated and prepared as draft registrations awaiting human submission. No outside laboratory has replicated the results; Paper IX names independent external replication as the open step.

That gives them dated, citable, publicly auditable form, with code and data alongside the text, and it is not the same thing as journal peer review. Open publication means anyone can inspect the work; peer review means qualified strangers were obliged to. The first has happened. The second has not.

An adversarial precedence review across ten frontier configurations, commissioned by the programme and instructed to be hostile, attacked the novelty claims; it was brutal on the components, and its concessions are published on the synthesis and related-work pages.
