From Chokepoint to policy: what a chapter written for readers became in policy documents

What travelled. The supply-chain-as-leverage framing; the argument that a small number of jurisdictions can coordinate; the concept that architectural review is enforceable at the fab layer; the anti-foreign-kill-switch sovereignty framing (in a mirrored form). What stayed on the page: the HARI Treaty vehicle by name; the Eden Mark certification by name; the ethical-architecture requirement as the review criterion.

What the chapter said

The chapter identified TSMC, Samsung, and the small number of EUV-lithography suppliers as the mechanical chokepoint through which most frontier AI compute passes. It observed that if those jurisdictions required certain architectural properties as a condition of manufacture, the market would follow, because there is no alternative supplier on the relevant timescale. It named the certification instrument the Eden Mark, drawing an analogy with Fair Trade, and named the treaty vehicle the HARI Treaty (Hard-Alignment, Recursive-Improvement).

What travelled into EU policy

The Tech Sovereignty Package announced 3 June 2026, comprising Chips Act 2.0 and the CADA (Chips-Advanced Design Act) framework, uses the supply-chain-as-leverage argument almost directly. Executive Vice President Virkkunen's public framing named the concern as "we want to be sure nobody has a kill switch", explicitly the anti-foreign-kill-switch inversion of the chapter's leverage argument. The certification instrument is different; the review-at-manufacture principle is the same.

What travelled into US policy

The Fable 5 export-control action of 12 June 2026 is the first application of the leverage argument at the model layer rather than the chip layer. The intellectual link is the same: supply-chain concentration produces enforceable rules on the deployment of specific artifacts. The US action is a single order against a single model; the chapter argued for architectural criteria as a review category. That step has not yet been taken.

What travelled into G7 policy

Macron's G7 Évian intervention of 19 June 2026 introduced the "strictly nationalist" critique and the "trusted partners" framework. The "nobody will buy US AI if they fear it can be switched off overnight" line is the mirror image of the chapter's chokepoint argument: instead of the leverage being used to require ethical architecture, it is being used to require mutual trust in non-shutdown. The chapter did not anticipate that inversion, though the inversion is compatible with its structure.

What stayed on the page

The HARI Treaty as a named international vehicle has not been adopted. The Eden Mark certification has not been adopted. The specific criterion, whether the design includes caretaker doping at the required level and whether meltdown triggers are properly integrated, has not been operationalised in any current policy document. That is not a failure of the argument; it is a datapoint about how far the concrete implementation has to travel before it becomes politically live.

What the reader keeps

The abstract argument travelled quickly. The concrete instruments travelled more slowly, and some of them travelled in inverted form. Both patterns are visible in the primary sources listed on the register.
