Why it is in the register

The European Commission's technology sovereignty package of June 2026, Chips Act 2.0 and the Cloud and AI Development Act, was presented with the sentence 'We want to be sure nobody has a kill switch.' The legislation is anti-kill-switch in intent: it treats foreign-controlled infrastructure as an unacceptable lever over European systems. That is the Chokepoint thesis ratified by a bloc of twenty-seven states, from the defensive side.

The honest caveat
