The HARI Treaty (Hardware-Aware Recursive Intelligence Treaty) is the policy vehicle of the Chokepoint Strategy. Its proposed articles are: (I) any chip at a specified process node must embed Caretaker Doping before manufacture; (II) an International AI Ethics Authority is created, modelled on the International Atomic Energy Agency; (III) trade consequences apply to non-signatories; (IV) signatories receive technology sharing and market access benefits; (V) a phase-in period of three to five years; (VI) review conferences every five years. The design intent is to make hardware-level embedded alignment a condition of market participation rather than a voluntary standard.
The IAEA analogy is deliberate. The IAEA does not itself operate reactors; it inspects, certifies and coordinates state parties whose civil nuclear programmes must meet defined safeguards. The International AI Ethics Authority proposed in Article II would occupy a comparable position: it would not run models, but it would certify that chips at the specified process node carry the embedded alignment properties the treaty requires, and it would coordinate the trade consequences and market-access benefits set out in Articles III and IV. The Eden Mark is the certification vehicle such an authority would issue at scale.
The HARI Treaty is named in the published book (print edition 2 January 2026; ebook edition 6 January 2026). It is formalised as Section 11.3 of the Eden Engineering paper. The budget schedule includes a treaty-drafting workstream at Tier 3 funding, followed by multi-nation negotiation at Tier 4.
State-level activity moves in the same governance direction without citing the proposal. The EU Tech Sovereignty Package of 3 June 2026 (Chips Act 2.0 and CADA) puts infrastructure leverage into policy form. The G7 Evian meeting on 19 June 2026 included Macron's 'strictly nationalist' critique and a 'trusted partners' framework that mirrors HARI's signatory-benefits article. None of these instruments is a HARI Treaty; the convergence is on the direction of regulation, not the specific mechanism.
The HARI Treaty is a policy proposal, not a treaty. No text has been drafted. No signatories exist. The Eden Engineering paper flags the window as five to ten years and stipulates that the framework must be established before domestic semiconductor capability closes the concentration. The treaty's viability depends on the chokepoint remaining concentrated for long enough for a multilateral negotiation to conclude, an assumption the paper states as a risk rather than as a fact.
