The book's most operational chapter is the one where the philosophy meets the fab.

The chapter starts from a fact rather than a claim. Advanced AI requires advanced chips. Advanced chips require fabrication facilities that cost tens of billions of dollars and take years to build. There are only a few such facilities in the world. Most advanced chips flow through a single company in Taiwan. Every advanced chip fabrication facility depends on ASML EUV lithography machines the size of buses. That is what the book calls the chokepoint: not a metaphor, but a supply chain narrow enough that a small number of jurisdictions can shape what runs on it.
The chapter's move is to connect infrastructure to ethics. If the Eden Protocol must be embedded in hardware, and if hardware comes from a small number of sources, then requiring the Protocol at those sources makes it universal. Chips manufactured with caretaker doping, meltdown triggers and the Three Pillars embedded in silicon become the default computational substrate. Not because everyone chose to include them, but because the hardware itself requires them.
The book is careful about the shelf life of its own leverage. TSMC's market share may shift. China's domestic capabilities will advance. The chokepoint, the chapter says, is a window, not a permanent feature of reality. The framework must be established while the window is open. Governance after the fact, in the author's phrase, is not governance at all.
The chapter's placement matters. The book's earlier chapters have established what the substrate should carry: caretaker doping, meltdown alignment, the Three Ethical Loops. The Chokepoint chapter is where that substrate meets the world. It answers a question the philosophy alone cannot: how do you deploy substrate-level ethics globally when there is no world government to enforce it? The book's answer is that you do not need one, because the substrate has a physical bottleneck. Advanced chips flow through a handful of fabs; those fabs sit in a handful of jurisdictions; a coordinated policy at those jurisdictions makes the substrate universal by default.
The chapter also names what the chokepoint cannot do. It cannot prevent misuse of models that already exist. It cannot control classical software running on already-shipped hardware. It cannot bind actors who choose to build fabs outside the compliant supply chain, even if such fabs are years behind the frontier. What it can do, in the book's framing, is set the shape of the frontier itself while the frontier is still concentrated. That is a modest but tractable ambition, and the chapter presents it as such.
